First you must drill a shallow hole for the abalone dots. I am not much of a guy for bling on a Ukulele but I am fascinated with Pua Abalone. I love to see the dots change with the light, so I am putting the abalone dots on these three tenors.
Here is the fretboard on the drill press. If you hold the board loosely as you lower the drill bitt it will center in the small pilot hole and give you a good clean cut hole. Be sure you use a sharp drill bit. I have one that I use for nothing else.

Now all the holes are drilled and I have selected the dots for each hole. Abalone dots are different on each side so I set them beside their holes with the good side up.
Now a little glue in each hole and it is time to set the dots in place. Have a flat piece of wood ready to press the dot into the hole level with the face of the board.
And here they are, big dots installed. Now for the small side dots. Same process, a little glue in each hole and press in the shell dots.
Now all we lack are the frets. I will begin installing them once the glue dries and I have sanded the tops perfectly smooth.
